Constitution


1.    NAME OF THE ORGANIZATION

The name of the organization is: Council for Higher Education in Music.  The organization is also known by the acronym CHEM.

2.    MEMBERSHIP

Institutions of higher education in the mid-Atlantic region are eligible for membership in CHEM.  Payment of dues for the fiscal year shall be the only criterion for membership.

3.    DUES

Each member institution shall pay $50 for every fiscal year.  A fiscal year for CHEM begins on September 1 and ends on August 31 of the following year.  Dues are payable at the beginning of the fiscal year.

4.    PURPOSES OF THE ORGANIZATION

CHEM purposes are the following:

a.    to promote communication and participation among music faculties;
b.    to facilitate cooperative efforts among institutions;
c.    to establish communication and liaison with policy-making bodies, such as MENC state affiliates, Alliance for Arts Education, state boards of higher education, state departments of education, and institutional governing boards;
d.    to address the professional-educational needs of the member institutions.

The fulfillment of these purposes shall occur through such endeavors as the following:

a.    provision of sessions or forums in which both traditional and innovative ideas and issues are presented and discussed;
b.    compilation of a directory of members' faculties, listing their expertise;
c.    improvement of communication and articulation in the transfer of students between institutions;
d.    promotion of the exchange of programs, performers, visiting artists, and joint projects.

5.    OFFICERS

A President, Vice-President, Secretary, and Treasurer shall be elected by the Executive Board at the last Executive Board meeting of odd-numbered years.  The elected officers shall take office the following June 1 and shall remain in that position for two consecutive years.  The President shall call Executive Board meetings and appoint and coordinate Ad Hoc Committee assignments and activities.  The Vice-President shall assume duties of the President in the event that the President is absent and carry out other duties as assigned by the President.  The Secretary shall take minutes of Executive Board meetings and assume the responsibilities for correspondence and other secretarial duties.  The Treasurer shall maintain the financial account of CHEM affairs.

A nominating committee, appointed by the outgoing President, shall meet in the interim between the last two Executive Board meetings of the year at which time they shall prepare a slate of officers for the ensuing term.  This slate shall be sent to all members of CHEM prior to the election.   The election shall occur at the last Executive Board meeting of the academic year.  Absentee ballots shall be acceptable.

6.    EXECUTIVE BOARD

Each institution with membership shall be represented by one person on the Executive Board of CHEM.  This person shall be either the music executive/administrator or his/her designate.  The Executive Board shall meet when called by the President.

7.    AD HOC COMMITTEES

Ad Hoc Committees shall be appointed from the music faculties of the CHEM membership by the President.  The charge to the committees shall be set by the Executive Board and progress reports shall be presented regularly at board meetings.

8.    QUORUM

The members present at the Executive Board meeting shall constitute a quorum.

9.    AMENDMENT TO THE CONSTITUTION

The Constitution can be amended by a majority of the Executive Board.
